Is it legal? No. You're supposed to vote at the state/city you're a resident of and you're only a resident of one. You get to choose which one in your example above but it should be only one.
Practically? It can happen as long as you have two addresses that you have access too, and the bills/real estate tax receipts/state IDs to do so.
Thanks, I did mean legally... Obviously all kinds of stuff happens illegally. I'm not surprised it's illegal at the federal level of voting, but to clarify, is it also illegal to vote for 2 state and 2 local government elections if you own property in 2 and divide your time between them?

Most likely but it might be up to local laws.
A simpler way to think about it is that you are eligible to vote at the same place that you claim a homestead exemption. I.e. where your 'home' is.
You can't legally claim 2 homestead exemptions.
