My guess is after Durham's investigation and failed prosecutions that these people are likely not too worried and nothing short of some of their co-conspirators being convicted by courts or tribunals is going to change that feeling. Hopefully Trump can put the literal fear of God into them by creating or locating a functioning justice system for them (military tribunals?).
