The "stated goal" has no bearing on it being a violation of the constitution.

How have you not learned the pattern yet? This is vexing to me that anyone could justify this as a good thing.
It seriously is Patriot Act all over again.
It never stops at the stated goal, and it never gets repealed because it is almost impossible to get repeals through.
