How to explain those that get welfare?
The prison needs to have prisoners. Even if the prisoners are not very useful, generally better to have more of them, so we give the not useful ones welfare to keep them alive.
Sometimes, they even make more prisoners.
It kind against their own ideas if they want to depopulate at the same time
