The DOJ will never enforce a Congressional contempt charge against Hunter Biden. So all Jordan and the Republicans can achieve is providing another example of our two tiered justice system. Giving Hunter Biden a second chance is good optics in a scenario where optics is the only thing that is achievable.

You have that exactly backward. Giving these people chance after chance after chance sends these messages:

The republicans are unserious people who can be cowed by the media.
These charges are bogus. If there was real law-breaking, the republicans would act accordingly.
The republicans don't give a sh*t about their base.
