Hmmm let me weigh the options... On one hand we have the utility provided by refilling the strategic Reserve.

On the other hand we have the utility of contributing $$ to nato.....

Mmm I think this year we will fill the strategic reserve and let this cuntries who have been shirking their obligations for decades cover our share....
