Yes, it would have been nasty. But by stealing it with aid from foreign countries, they made themselves enemy combatants. All the way to the top. Either way they would be enemy combatants. Their only good option was to do nothing and let the whole DS be dismantled, setting them back for a hundred years or more. That was not in their nature.
