Says who? Where can I see anything legal or official that says that?
Start with some basic history. You can choose your source. All accurate sources will say the same thing - the FBI was created by executive order: https://trac.syr.edu/tracfbi/atwork/current/fbiHistory.html#:~:text=In%201908%2C%20over%20the%20objections,the%20subject%20of%20intense%20controversy.
Then, comes the question what is necessary to cancel an executive order? I am lazy, so I will refer you to the Bar Association. Any of thousands of sources will yield the same result - the President can at any time cancel, amend or do whatever they choose with regards to any executive order from previous administrations or the current administration.

Thanks for the links. I've been looking through stuff about it on my own, and from what I'm reading, it's a bit more complicated than americanbar.org makes it seem.
I don't think it's quite as easy as just signing another EO. Many obstacles would have to be legally dealt with. And since Congress is glacially slow, it would most likely take years to get it resolved.
What would be the point, anyway? The next President would just sign another EO to reinstate it. In the end, it would just be a huge waste of time and money.
Well, it wouldn't be to disband, but to tear down. Every country requires a strong internal intelligence angecy, just not one so compromised.
Now, you do have a good point about it being more complex than this. I know exactly squat when it comes to constitutional law, but that doesn't prevent me from acting like an expert :).
Importantly, SCOTUS issued a controversial ruling blocking one of President Trump's EO actions - saying that it violated the America Procedures Act and was arbitrary and capricious. Something very similar could happen in this case, if this action were to be taken without due regard for procedure and public safety.
Well said.
