Congress actually has enforcement powers for this. There is a Sargent at arms, though perhaps he is under the control of the Senate.

I think that's the DNCs private gestapo, the capital police. Those guys are responsible for policing government buildings and such in DC. Maybe they could be used to enforce a subpoena, not sure.
