I understand the concept of free will, but I also understand the concept of rules. If there weren’t boundaries set by God, we would all be dead. I just don’t understand how people/entities are allowed to do terrible things to children

I think they mean, how can an all loving God allow this atrocity to the purest and most innocent? Free will does not apply to their side of the atrocity.
