It proved that an well organized opposing force, that was quick to move targeting gas pipelines and stations and food facilities was able to reach DC in less than a month. The exercise pitted Iran against the US military. Washington intended to show how the US military could defeat Iran with ease.
Paul Van Riper, a three-star general and 41-year veteran of the Marine Corps, led Iranian forces in the war game. His mission was to take on the full force of the US military, led by an aircraft carrier battle group and a large amphibious landing force in the Persian Gulf.
The results shocked everyone…
Van Riper waited for the US Navy to pass through the shallow and narrow Strait of Hormuz, which made them sitting ducks for Iran’s unconventional and asymmetric warfare techniques.
The idea is to level the playing field against a superior enemy with swarms of explosive-laden suicide speedboats, low-flying planes carrying anti-ship missiles, naval mines, and land-based anti-ship ballistic missiles, among other low-cost but highly effective measures.
In minutes, Van Riper emerged victorious over his superior opponent and sank all 19 ships. Had it been real life, 20,000 US sailors and marines would have died.

Van Riper (Leader of Red Force) was extremely critical of the scripted nature of the new exercise and resigned from the exercise in the middle of the war game, alleging that "$250 million was wasted".
Originally Van Riper's Red Force used numerous asymmetrical tactics unanticipated by the Blue Force, resulting in initial major successes. As the war game progressed, constraints were placed on Van Ripers' Red Force & their ability to free-play to the point that the end-state had been scripted to insure a Blue Force victory.
The war game was also conducted during peacetime, so there were a large number of friendly/unaligned ships/aircraft in the area which restricted Red Force's use of automated defense systems forcing a more cautious ROE. Red Force's tactics took full advantage of these factors, and to great effect.
The US military ran a new Taiwan war game in 2022, which resulted in the US beating China at a high cost.
