I took it as real. He's in character. The character was based off of Kevin McCarthy.

Spacey studied / consulted with McCarthy so he knows what he is up to. In the voice of Frank / McCarthy he's saying what McCarthy will do (jump into the presidential race).

The part I picked up on is this...if Spacey is in contact with Tucker Carlson and he has all these Hollywood secrets and Netflix secrets (Freud's descendants and the Obamas) then there is a lot of information that could be released soon.

Think of it this way... Hollywood orgies and psychological propaganda info coming out...also George Santos is telling secrets about Congress...a lot of truth us coming out in early 2024.
