Yes. But he also encouraged everyone to take the jab. Called it a safe vaccine. An effective vaccine.

If you are going to punish, as the title of this post suggests, "each and every person [who] ever encouraged..." then that absolutely includes Trump.

Reminding us that we had our freedom to refuse doesn't mean he didn't also encourage everyone to take it.
