I'm in a town were I can only get I bar of cell service. I can usually send and receive texts but phone calls will drop as soon as I answer a call. So I'm always reminding people to text me, not call me, unless they use my landline number.
I know what you mean but cell telecoms providers have reciprocal arrangements for limited service state phones, if you’re out of signal for your provider, an emergency call will go through to the emergency numbers via the geographically nearest cell tower, it just won’t have all the usual call info/data available. So poor signal wouldn’t stop emergency calls per se, not totally.
