Does the circle with the vertical line have concentric circles? A spiral? Bigger than the line? Set within the lines edges?

Need a better drawing.

I thought at first Jesus, then perhaps they thought they had eliminated Trump’s chances, could also be Kennedy Jr. but what would Spiro Agnew have to do with anything? I recognized the name, but had to look it up to fiind out who he was. And the name I saw was Agnes, not Agnew so I’m at a loss and what would chaos be about?
