It is not a picture. Laura literally flashes the contents of the envelope to Jeb and Jeb reacts. GWB has already seen it in advance. He knows. No way would she have flashed a picture of a hanging GHWB at Jeb with all those eyes around and directly behind them.

There has to be a camera or set of cameras in the cathedral gallery for suveillance purposes and a tape not yet revealed that can show what Laura flashed at Jeb and what Hillary looked at as it views them all from behind.
