Honestly I count the sins of the German government of WW1 as equal or greater to those of The 3rd Reich. That is not to say that the 3rd Reich was sunshine and roses- they were killers.
Looking at overall impact though, I think the decision of Kaiser Wilhelm to send Lenin back to Russia had a greater negative impact on the world (more innocents died as a result of) than anything the 3rd Reich did.
