Metal gear solid 2 did as well. They even had a faction called "the patriots" kojima was wayyyy ahead of his time and pretty prophetic

Yep and Metal Gear Rising made it really blatant with the bad guys talking about war as business.
Also a lot of the villains had super suits they would wear.
The secret white vs. blackhats would be a GOLDEN premise for a movie.
I bet it could even become its own sub-genre once enough truth comes out. Like how WW2 movies were dropping in the 50/60's
