Yes. Cut the budget to all of the unnecessary departments and agencies. Reduce the salaries of congress to reflect the areas they represent. Then keep it that way.

Furlough the government employees indefinitely. Maybe time to streamline the House and Senate: one Senator and Rep. per state. Get rid of the Congressional Cadillac health plan and make them sign up for an Obamacare policy.
