Maybe there is some 'secret' accommodation on top of that 'kennel' inside the van (it is a weird place to store fuel, after all?). No window-type job. Nice and private, less nosy people looking in one's van at one's sleeping arrangement, which is needed to park up in the city, while working a job, but residential space is too expensive, or something.
