Satan os the god of this world for now.. has been since he deceived Adam and eve. So yeah he is the deep state. I don't know if that verse is saying that but Jesus said Satan is the god of this world.

Christ came to reveal the adversaries kingdom (earth) and set up his own for us who believe to enter.v. it's about who you choose for a KING.
