This may or may not be how civil wars start, but it IS how Empires begin to crumble. First with border states or provinces, then with other states or provinces joining in, until the paltry imperial forces (or federal government in this case) and their "agents" are simply overwhelmed and ignored.
It happened to Rome, to the Ottoman Empire, and many other empires before us.

There are not only the Texas NG there doing what their state is telling them to do, but there are also NG troops who were called up from different states by the federal gov to assist BP. They've pretty much have been pitied against each other.
So it will come down to the various commanders of these different outfits, whether to communicate among themselves and who will obey their oaths to the Constitution, and who will simply obey their bosses in Washington or Austin, TX.
But if things went kinetic and hostilities break out, I believe a whole LOT of citizens from all political stripes would begin going there to work out their own agendas. Agitators, race hustlers, sovereign citizens, Constitutionalists, angry veterans, angry Conservatives, you name it.
It's certainly a situation that deserves to keep an eye on, but it may just turn out to be a lot of chaos and speeches, made-for-TV posturing, and people showing their armaments to each other... but I don't think it will erupt into civil war.
Unless it does. Q did say there would be no civil war, and The Plan probably has a contingency for just such a scenario. We sure do live in interesting times, don't we, anon?
