I'm not sure how much reform there needs to be. From what I understand the laws on the books are pretty straight forward.
No illegal entry
Apply at a port of entry for asylum
Apply for asylum at the fist safe country
Immigrants to the United States must not be a burden on the system
The problem is the laws on the books are not being upheld in the slightest. All of the "migrants" entering at places like Eagle pass are not coming in a port of entry and are not eligible for asylum by definition.
