It sounds like the mayor of Eagle Pass wants to let the invaders through in his city. He seems to be exaggerating the point that this is not the will of himself or the city. With this announcement, I suspect that he's trying to cover his ass from the cartels that no doubt have people embedded in his city because everyone in Texas already knew that this was happening.
