We actually did land. But we had no ability to transmit the footage. Nor bring back anywhere near the amount of equipment they said we did. So they faked the footage and most of the “Official” equipment on public display for the Propaganda Win.
This is the scenario I lean towards now. With "the eyes of the world watching" that summer, what would have happened if, say, the LEM couldn't lift off from the moon? They had no way of knowing if that would happen or not and I just can't picture them leaving that possibility to chance. The whole world would have to know that 2 men were left to die on the moon and there was nothing anyone could do to save them. The deaths of the Apollo 1 astronauts on the pad had been jarring enough.
Best just to have someone knock up some good footage/effects for the plebes to watch on TV where everything ends well, just as it was supposed to. If anything had happened to the actual astronauts, it would have given them time to bring out a plausible cover story, like "They died on re-entry" or "We didn't get to the capsule in time and they drowned in the ocean".
NASA has a large vacuum chamber in Houston that they tested the LEM with. They evacuated all the air out, and even used a pulley system with the right amount of "lift" to simulate the moon's gravity.
