Indians were not citizens under the Constitution. They were "other persons" because they were not part of the new country.
But Congress has authority for naturalization laws.
They used the naturalization power to grant citizenship to Indians.
The anchor baby thins is ONLY a regulation, not a law. It can be overturned via executive order by the POTUS.
