Nope thats not how it will go down. DoD were legally working on a legit countermeasure for biological weapons, and under OWS there were tons of safeguards in place. As soon as Trump "left office", all these safeguards were violated and instead of the supposed countermeasures, actual bioweapon was unleashed.

Peter Navarro gave plenty of hints in an interview a while ago, which outlined this. The fact that Big Pharma and their flunkies did not follow the OWS to the letter is what makes them criminally culpable and the old vaccine legislations dont apply.
