We may never know what really happened to these 2 seals. I don't believe this story either of them dying from drowning, because they were seals for goodness sake, if anyone can survive in the ocean it would be a seal, right? Something is fishy with what happened to them, but if they did die, then may they rest in peace. For all we know they are still alive and on the mission they were sent to do or they didn't get back in time to leave or they were caught and are prisoners, or like you said could have been shot because they saw something they weren't meant to see. Most likely if they were caught then our gov will say they were on their own.
