Well.. the Posse Comitatus Act prevents the use of federal military in civil matters, while the various National Guard units are controlled by the Governors of each state (unless they are "nationalized").
It seems like the Texas NG is being used to block the federal agencies from doing the unconstitutional shit they have been doing at the Texas border.
If the feds wanted to use force, who would they send to go up against the Texas NG? How would that even work? In the civil war, the armies of different states fought against each other... I can't really see that happening this time.

The feds will withdraw funding from states who stand against them.
What if that happens, so the whole state stops paying taxes all at once?
