I'd want:

To finish the wall
Add seismic sensors to catch any tunneling
Automated satellite monitoring, I bet you could train an AI to easily do this and not have false positives from wildlife.
Border patrol able to deploy via helicopters, where they can get to any part of the border within 15 min
Charge Mexico money any time we have to deploy (either directly or by tariffs)
Charge Mexico any time they are letting "refugees" bypass their country to come here.
Bonus: I would love to see a possibly joint effort with US and Mexican government to just take out the cartels once and for all.
