I understand enough to know you are wrong. Electromagnetic radiation travels at the speed of light, so alpha and beta radiation is not in the electromagnetic spectrum because those particles travel slower than the speed of light.
Someone modified the NOTAM message to make it read more scary to people that don't understand radiation (and yes, it is the electromagnetic radiation that is the most dangerous kind, so they would have had no need to do it for anyone that understands it).
