Based on what Herold says in his thread, I can see it being O'Brien if 'the plan' is to be fully and publicly implemented before the election and they expect mass chaos. Trump would need somebody who is fully onboard and understands what is happening.

If there's to be a conventional election without 'the plan' publicly going into effect, then it'll be another politician or somebody well known.
