Looking at the department structure for this HUD looks to me like our current Chain of Command in D.C. Is this the hidden government they will try to use to activate illegals and those "of color"?

Besides the obvious immigrant housing goal....if this starts immediately, what are the odds it's to get these illegals some legal address to vote later this year?
