Although a US president can claim emergency war-powers, I don't think it was meant for presidents to engage in foreign entanglements as such. Traditionally, congress is supposed to declare war, if neessary. But, the whole process has been perverted so that it is just a power-grab, and is used as a de-facto election campaign for incumbents. Pretty sick, if you care to think about it.
