The State of California is obsessed with getting everyone to file a tax return, whether you are required to or not. I believe this is a ploy to force low income people-- meaning people who don't make enough money to be required to file a tax return -- to file a tax return in order to get the lowest rates. It will be interesting. I have a winter home there but am a resident of another state. I don’t file taxes in California just as Californians don’t file taxes in other states. I have no legal obligation to provide California government (or private utilities for that matter) with my private information from another state. We will see how it goes.
FTB has said in various board meetings that they are specifically targeting your demographic to force you all to file tax returns.
I am also willing to bet that once you have to disclose your income and out of state primary residency to the utility company and/or state, the utility company will report to the state how many days power was used in your home to determine if you were in the home for more than 6-months of the year.
Power is used in the home year round whether we are there or not. So is water, gas, etc. This will be interesting. Thing is, taxes, except on income are generally lower than home state. The government tyranny is the same, but with much better weather.
