Well the article is from the Times of India and the time shown, 17:21, is in India Standard Time (IST). The tweet is from 730 am so the question is where is Krass located. If he is in MST or PST the times can work because India is +5 1/2 UTC, PST is -8 UTC and MST is -7 UTC.
