However, this was only done in the case of a national threat. Local threats were dealt with locally, unless a locality would invoke the help of their neighbors, to which the neighbors would respond sympathetically, as all were obliged to defend not only their own freedom, but that of their peers.
It seems, the Frysians were not that stupid at all.
