Notice the sly use of the word "claims" (implying a lie), rather than the more neutral "says." Language Manipulation 101.

It also implies not able to prove at this point . It is clear Putin could end Ukraine real fast now. Sittingh back it is exposing the FARM, NATO , EU and Brussels who are defending the most corrupt country in Europe.
