It'll pass if he brings it up for a vote, the key is to not bring it to a vote. I don't know enough about the rules of the House to know if he can prevent a vote or if others can force a vote.
From what I recall reading during Pelosi reign of terror, she just didn't bring things to the floor for a vote.
Let’s hope Johnson has the spine to let it die.
