I am confused. I thought only 4 republicans voted for it. Surely Kennedy and Grassley wouldn't vote for this.

Maybe it was just during the initial vote when only four republicans voted for it. "In the first vote, several senators crossed party lines with Republican Sens. But this article has the vote results embedded and a link to the bill. It seems Grassley and Kennedy did vote yea. It seems you are right.
