I was thinking maybe a former president, though maybe I am thinking of some deceased actor on the left.

I also wonder what that machine is.

Curious about the machine too. I can't even guess what it might be.

Did a google search on the photo and found this site: https://burlingtonretro.com/2018/09/28/50-years-ago-this-month-sept-edition/

The rest of the text is also interesting. Further down appears to be a wider angle view of the same machine with the caption: "High Voltage Engineering heavy ion tandem Van de Graaff accelerator test"

Good dig, thank you. I feel like I've heard Van de Graaf's name in Dark Journalist's discussions, maybe this one: Tesla, Trump & The Time Capsule

Also wanted to add about the word, Oracle:
