Non-citizens should not be allowed to vote. Its illegal. Even dem senator Lankford, the architect of the disgraceful border bill said so on CNN.
Having said that and barring possibility of illegals voting, the other biggest problem I see is uninformed voters electing some random dudes/dudettes as their representative from their states purely based on campaign ads absolutely not knowing the candidate and his/her values.
I am not sure if democracy of voting really works. A good percentage of people who vote have no knowledge of the constitution, background of candidates, funding sources and so many factors. Shouldn't there be some criteria to vote?
Forget voter Id, paper ballots, same day voting, etc..which still doesn't check qualification of voters. Even if all election integrity rules are fulfilled, what's the point in a "citizen" marking some random circle off the ballot. You might as well just run a lottery instead. Electing a suitable rep is an honorable, precious job. For any other job, we use meritocracy, why not use it for voters too?
I've thought about this uninformed voter problem for years. The only solution I found is to improve the education system. Have societal incentives for getting involved locally, especially in govt (not sure how to do that). That's the best well rounded solution I came up with. We're a country that believes in and lives and breathes the definition of freedom. Taking away someone's right to vote is just tyranny even if they are a complete moron. We live in a country where it's your right to be stupid as stupid as that sounds. With that said, I have thought of other solutions, but they would be considered extreme.
Alternative Solution One: Remove women's right to vote.
I think this would fix things within one generation as the only way for women to have a voice in govt is to either work in govt or to be married and have influence over their husband. The benefit of this method is that we won't have women voting for the sexiest candidate or even voting for useless laws and programs and men usually vote to secure the lives of their families (scientifically speaking, women care more for their children than their husband and the husband cares more for the entire family). The downside is this will have massive pushback from all women (this is expected as they will complain no matter what). I personally like this solution as it will separate the wife material women from the street women REAL FAST. However for this to work there must be alterations to existing laws. No-Fault divorce laws must be abandoned. No more "I just don't love him anymore" or "He just doesn't get me" or "I want to find myself" crap. Only divorce if one party is at fault either through cheating, spousal abuse, etc. And if I was writing the law, the person at fault gets nothing in the divorce unless it's child support (for the sake of the children). We would also have to pass federal incentives to start a family. For that to work we must eliminate all govt support for single-parent households (mostly single mothers). This solution will have a brutal beginning. Children of those single-parent households will suffer for a time, but it'll be worth it in the long run. It will seem cruel and unfair, but it will represent the reality of life. Play stupid games, win stupid prizes.
Alternative Solution Two: Are you doing your part citizen?
Serve in the military to gain citizenship! Benefits: Only those willing to lay down their lives for their country should be allowed to vote and run for office. Cons: We become even more of a warring society. Only the military can rule. Standards to join the military can change. Have you seen how low the standards for the military are these days. Might as well have a complete idiot in office (oh wait). There is no democracy, only managed democracy LOL (Same thing we have now but with different name).
This option I don't like at all as it will lead eventually to a dictatorship no matter what. It will only be a matter of when not if. Also, if upper brass doesn't like the way voters are voting, then start a war and send those voters off to die and replace them with fresh meat that votes your way. Hmm, sound familiar?

This is just as stupid as solution number two. Tests can be cheated on and manipulated. Sure you might get the more intellectual people voting, but have you seen how many "intellectuals" took the vax or voted for Biden in 2020? There's a clear line between book smart and street (reality) smart.
Alternative Solution Four: Workers can only vote.
This is self explanatory. The cons I see are for the truly unemployed who are looking for work as they cannot vote. Also, I'm sure some fat cat would realize that you can just fired all of your workers to make them ineligible to vote, thus fixing the vote through different means. Sure you can outlaw that, but then you would interfere with the economy LOL.
Alternative Solution Five: Glory to the Emperor!!! Long Live Caligula! Long Live Nero! Long Live Caesar! Etc.
I like solution oriented and critical thinking. That's the only way we can bring about change rather than just complaining although some of those are too radical and won't fly with majority of the people, especially those who are voting to ruin the country.
I am not sure about serving in military - of course one huge advantage is it teaches discipline, but it all depends on what their ultimate purpose is. If they are sent to fight against other countries unreasonably like current administration did, its just waste of resources. If they are part of good military, sure, its a noble cause.
Improving education system - the most important part, not just for kids, but even for those who are qualified to vote. They need to go through a mandatory course and pass the test, much like DMV tests. The test should evaluate constitutional knowledge, human rights, most importantly values that running candidates support and how they aligns with the previous two.
