The law is under the Jurisdiction of the US Govt., so "foreign" to the US Govt. is a pretty broad term, since very few things actually fall under the Jurisdiction of the US Govt. in any exclusive way.

Specifically, this law does not include actions done by the US Govt. itself, or any agency of the US Govt (CIA e.g.), nor individuals working for the US Govt. or those agencies unless they are also working for another government or foreign entity. Since "foreign" to the US Govt. includes all States, all corporations that are not incorporated by the US Govt, all double agents, all contributors to the UN, all members of the CFR, etc., this includes a sizable percentage of our government and indeed, our planet.

In fact it is difficult to think of many entities (real or legal fiction) that do not work for an entity that is foreign to the US Govt.
