This is what I've been expecting. Regular retail investors who just have their life savings in, say, Vanguard index mutual funds and who don't want to take the cap gains hit from selling it all to "avoid the crash" will have to be made whole right from the get-go if the White Hats don't want society-devouring panic, chaos, and bloodshed to grip the land and wreck the Plan. The last thing they need is a hundred million families having their life savings wiped out with no fix in place, turning their wrath on the ones trying to save the planet.
