The Canaveral test range runs from Florida, to the north of the Antilles, and all the way into the bight of Africa. Lots of tracking instrumentation. (And, just to be clear, these test shots are not armed with warheads.)
No fault of the missile. In other contexts, this would be called a "no-test." Tricky business, testing, when the special test equipment interferes with test performance. An old problem.
