Domination of the whole world by a single king would have had even worse consequences because it would be more difficult to escape from such an absolute power. When men did not disperse as God commanded, he forced them to do so by multiplying their languages. This was an act of love. God wanted to foster in each of the nations an identity and an independent spirit that would maintain a balance of power in the world and counter any tendency to domination by a centralized world power. The various languages He gave the nations would insulate them to some extent so that they might develop their own distinct cultures in which they would exercise their own distinctive talents. Thus God prevented a homogenized humanity and, instead, provided for a wonderful variety of peoples, cultures and traditions that would fulfill the potentials of the human species.
So the purpose of scattering nations and giving them different languages was to create a multi-polar world and a balance of power between different people without concentrating everything into a single ruler. Technology with the international organizations like the WHO and UN kinda negates this and the culmination of which will probably be the anti-christ.
