I got a call from the VP where I work and his girlfriend is high up in the intelligence field (patriot) and she was told her agency was under a Period of Non-Disturbance until the State of the Union. She has no clue what exactly it is. She's tried looking it up and so far, I don't believe I have found anything.

Does anyone have any clue what is going on?
