He's talking about the real vaccines HCQ and Ivermectin.

He's not talking about HCQ and Iv, they didn't need any 9 month approval period. He always was proud of operation warp speed to get the mRNA vaxx prepared in record amount of time. He even talked about how safe and effective, specifically mRNA vaxx on an interview with Fox.
