Id create an alternative Government and start having serious talks about bringing containers full of weapons from the USA. The People themselves could create a temporary digital currency that holds the change over in order. Then introduce some sort of asset/ commodity backed currency. Id create a paying snitch line for immigrants against fellow immigrants that are abusing the system or have organized crime systems threatening the long time Nationals.
