A part of me hopes that some of these “dead” whistleblowers are actually being protected somewhere, while they provide a non-corrupt portion of the DOJ the needed information for military tribunals.

That scenario would be plausible if the DoJ was on the up and up. Given its current status, I highly doubt it.
